My name is George Thalassinos I am an economist and the sole shareholder of Atrium S.A. which is a development company with a seaside lot as a sole asset of 84.451 square meters situated on the southeastern part of the island of Milos in the prefecture of Cyclades here in Greece. Initially the lot can accommodate a construction of 35 Vilas and 192 beds in the form of suits in a hotel complex, an investment of approximate 60.000.000 Euros similar to that of AGC Equity partners in Mykonos. Since there isn’t any business plan in place at the moment I used the Mykonos project of AGC Equity partners, (an existing investment which has acquired the license from the Ministry of Development), as a valid example for what can be built as well, and can also be granted a subsidy of 40% of the total investment value, meaning 24.000.000 Euros, from the Ministry of Development soon after the relevant excavations according to the Greek development law of the Strategic Investments. The relevant procedure for the issuance of the building permit is the following: 1. A business plan should be submitted and to the strategic investment of the Ministry of Development for the issuance of the building permit based on an exceptional planning which will be excluded from the existing building regulations of the Ministry of Regional Planning Building and Urban Development. 2. Within the Ministry of Development there is a public sector in the form of an S.A. company, called Invest in Greece, which is the one stop shop, for the required approval of the submitted business plan and the issuance of the relevant permits, a. From the Forestry department of the Ministry of Energy, b. From the Ministry of Regional Planning Building and Urban Development, and c. From the Archaeological department permit of the Ministry of Culture. 3. Soon as these permits are in hand, a Presidential Decree follows confirming them. 4. After that, the whole file goes to the Supreme Court and a new law is issued covering all the relevant licenses. The whole procedure will take roughly one year. 5. Soon after that, the investor is allowed to start excavations using the invested capital at first, and after the excavations he shall be able to use the money of the grand, meaning the 24.000.000 Euros which is the 40% of the 60.000.000 Euros investment, until the completion of the construction. In other words the grand of 40% apart from being a grand in practice it operates also, as an interest free investment loan, as it is offered prior to completion of the project. Villas could start selling from the drawings soon after the issuance of the relevant building permit. Due to its geographical position the sea in front of it is calm during the whole year round; apart from 15 days during late September, early October that some southbound winds spoil the tranquility. As a result of that, all the small fishing boats from the nearby Island of Kimolos are moored in front of our bay during the whole winter in order to be protected by the rough sea. The view is astonishing. The first time I visited the land, back in 1989 (see relevant picture attached to Google earth as a file, along with a fish catch from a local non professional fisherman whose house I was renting at the time) as I was looking south on this shining day I was seeing something shining in the distance. When I asked what it was, I was informed that it was the reflection of the sun on the snowy top of the mountain Oiti of the island of Crete in the southern part of Greece some 222 km away. That is how breathtaking the view is. It is also the only beach on the island that is connected directly by bus to the mainland.
